STATEMENT OF WORK - Purpose & Description

Purpose

The Statement of Work is a document that describes the project for the purpose of contract management.

The purpose of the Statement of Work is twofold:

(1) to satisfy the Government that the project is being approached in a practical and reasonable manner before beginning work in earnest; and,

(2) to facilitate control of the project from a contractual perspective once work is underway.

The latter is achieved via the inclusion of a payment schedule that specifies the amount to be paid and the associated deliverables that form the basis for the payment. The payment schedule provides a mechanism for the Government to approve payments based on the satisfactory delivery of product or services that from part of the project.

Production

The Statement of Work is produced in accordance with the Systems Development Contract. The Statement of Work incorporates the proposal submitted by the vendor when responding to the RFP into the Systems Development Contract. Once agreed and signed off (executed) the Statement of Work becomes part of the Systems Development Contract. The Systems Development Contract includes a process by which the Statement of Work is reviewed and approved by Government and provides a mechanism for the Systems Development Contract to terminate if the Statement of Work is not agreed.

The Statement of Work must be produced by the vendor and agreed by the Bermuda Government. The process of developing the Statement of Work allows the vendor, ITO and department to agree and establish a baseline for the project before work begins in earnest.

Contents

The Statement of Work forms the baseline for the project. The baseline is established in the form of the deliverables that are included in the project scope, the work involved in the project by setting out the responsibilities of the vendor and the Bermuda Government separately and distinctly and a payment schedule.

Following are the sections that must be included in the Statement of Work.

  1. Scope & Deliverables - A description of the deliverables defining the scope of the projects, this section may extend to a description of items that are not in scope. Deliverables must be described in the form of a "tangible result" that can be verified and thus facilitate the payment approval process.
  2. Vendor Responsibilities - A description of the vendor responsibilities (i.e. tasks to be performed by the vendor).
  3. Bermuda Government Responsibilities - A description of the Bermuda Government's responsibilities (i.e. tasks to be performed by the ITO and/or departments of the Bermuda Government).
  4. High-level Project Plan - A high-level project plan showing the phases of work and payment milestones.
  5. Assumptions - Any assumptions on which dates or deliverables are based.
  6. Applicable Charges – Applicable Charges include: the “Payment Schedule” that takes the form of a table showing the amount due, dates and associated deliverables that form the basis of the amount due; and other cost information such as expenses, hardware and hourly rates that form the basis for calculating labor costs or billing for out of scope work.
  7. Applicable Terms – This includes any other applicable terms that the vendor deems important to successful completion of the project (e.g. definitions specific to the SOW).
